Boomtown Bother: Revising the Noise Ordinance in Granbury, Texas

Abstract

The downtown square in Granbury, Texas, was booming! Due in large part to popular new outdoor music venues, tourism revenue had increased. Was the music too loud? Some citizens and owners of lodging establishments complained that it was. They asked the police department to make it stop. Music venue owners wanted to maintain the status quo. The city council requested public input as it worked toward an equitable revision of the outdated, unenforceable noise ordinance.
